Why is my Apple Search Ads campaign not spending its budget?
A daily budget is a maximum, not a delivery commitment. Low spend usually means the campaign is ineligible, the report has not populated, relevant auctions are scarce, app-to-query relevance is weak, or your bid or target CPA cannot compete for the available traffic.
Check status and reporting before changing bids.
Confirm the campaign, ad group, keywords, app, country, dates, payment method, and budget are active and eligible. Include the current day in the dashboard date range. Apple says new campaign reporting can take 24–48 hours to gather, so a newly launched campaign should run for several days before major changes.
Verify that relevant search demand exists.
A campaign cannot spend when few people search for the targeted concept in that App Store market. Check Apple's keyword suggestions and Search Popularity, then inspect what the search results actually mean. Highly specific terms can be relevant to the product yet have too little demand to deliver.
Relevance and auction strength both affect impressions.
Apple assesses relevance using the app's title, description, keywords, category, and other signals. For a relevant keyword with demand, a low max CPT bid may still lose to competitors. Raise bids incrementally on a small number of economically viable terms; do not raise every bid simply to force spend.
Treat automated bidding as a separate diagnosis.
For Maximize Conversions, compare the target CPA and daily budget with Apple's recommendations, allow at least two weeks for evaluation, and remember that Apple recommends a budget capable of roughly five conversions per day. If you switched from Basic, pause the Basic promotion before running the Advanced campaign.
Do not confuse community theories with confirmed causes.
Developers often report that established apps spend more easily than new apps and describe this as throttling or a conversion-history cold start. Apple does not list conversion history as the sole cause in its public troubleshooting guidance. Treat that pattern as an observation, then test the documented variables: eligibility, demand, relevance, bids, target CPA, and reporting delay.

Will raising my daily budget fix low spend?
Only if the current budget is the binding constraint. More budget will not create search volume, improve relevance, or make a weak bid competitive. Check impression share, demand, and bid recommendations first.
Will raising my max CPT bid fix zero impressions?
It can help when a relevant, popular keyword is losing auctions. It will not fix an ineligible campaign or a term nobody searches for, and it may make an uneconomic keyword spend quickly.
How long should I wait before diagnosing a new campaign?
Allow several days for a new campaign and reporting to settle. For Maximize Conversions, Apple recommends at least two weeks before evaluating the strategy.
